The ABC’s of the Value Methodology (Joshua Tree)

Description: This is a half-day course designed to introduce the value methodology to a wide-range of attendees. We will present the Who, What, Why, Where, When and How of value and its application to innovation and fiscal responsibility. Participants will have a strong understanding of the three-stage process of pre-study, study and post study and truly understand the six-phase job plan and what occurs during each step in the plan. Additionally, we will briefly discuss the need for program development within public works organizations and how to gain support from management and staff.

A Deeper Dive into the Value Methodology (Joshua Tree)

Description: This is a half-day course designed to take a deeper dive into the value methodology. Participants will have previously participated in the introductory course, “The ABCs of the Value Methodology.” After a quick refresh of VM, participants will apply the value methodology on an actual public works project.

This class is designed for individuals involved in planning, design and construction projects, including planners, architects, engineers, construction managers, contractors, cost estimators and owners.  Apply an extremely valuable process to help you make improvements, seek out innovation and opportunities to projects and programs, and even the way you and your organization does business.

Description: Danny White’s keynote “Thinking Differently About Failure” will focus on how a fear of failure is one of the biggest obstacles keeping people from achieving their true potential. Danny knows from experience that failure is crucial to moving forward and he will help you think differently about what success and failure really mean.

Danny White was born February 9, 1952 in Mesa, Arizona. A graduate of Mesa Westwood High School, White had a stellar career as a Quarterback and Punter at Arizona State University where he was an All-American in 1973. Throughout his career as a player at Arizona State University, White set seven NCAA passing records. In 1973 his passing and running placed him second in the Nation in total offense. Sports Illustrated named White as the second-highest rated Quarterback of all time behind only Steve Young. The National Football Foundation and College Hall of Fame honored White in 1997 as the first player inductee ever from ASU and the State of Arizona.

After two years with the Memphis Southmen of the World Football League, White joined the Dallas Cowboys and the NFL. White’s leadership skills as a Quarterback were evident when he broke the Dallas Cowboys single-season passing record (29 TD’s) in his first year as a starter (1980). The Cowboys went to the playoffs 5 times and won the NFC East title three times in White’s 6 years as a starter. He ended his career as the Cowboys most accurate passer, setting team single-season records for completions (334) and touchdown passes (29). He still holds 8 Cowboys records and holds the record for the most TD passes thrown in Texas Stadium. Tom Landry, the legendary Head Coach of the Cowboys said,”Danny White was probably as fine a winner as we have had in football”.

After retiring as a player, White, a living legend of football in Arizona, served as the first Head Coach and General Manager of the Arizona Rattlers until 2004. In 13 seasons White led the Rattlers to Arena Bowl berths in 1994, 1997, 2002, 2003, and 2004 emerging as Arena Bowl Champions in 1994 and 1997. White finished his career with the Rattlers with an overall record of 141-65 and became an inductee into the Arena Football Hall of Fame in 2002.

In addition to the AFL Hall of Fame and the NCAA Hall of Fame, White has been inducted into the Mesa Arizona Sports Hall of Fame, the State of Arizona Sports Hall of Fame and the Arizona State University Hall of Fame where his jersey number 11 was retired. White was also named the Arizona Athlete of the Century by the Arizona Republic in 2000.

After retiring from the game, White provided analyst commentary for the Fox Sports Pac-10 Game of the Week and traveled around the country as an inspirational public speaker. He currently is the analyst for Compass Media broadcasting all Dallas Cowboy games over their national syndicated network. White enjoys spending time with his wife Jane, their 7 children and 15 grandchildren. Danny also stays actively involved in the community, donating his time, and efforts to various charities.

Effectively communicating infrastructure needs to elected officials (Coronado 1)

Description: This session will highlight how to prepare effective presentations to elected officials illustrating the benefits of funding preventive maintenance and rehabilitation of critical infrastructure. The speaker will also discuss how to develop community awareness activities to garner support for investments in infrastructure maintenance, rehabilitation, and improvements. Lastly, the presentation will describe how to establish a long-term, multi-pronged approach to promoting infrastructure investments, including supporting materials (e.g., handouts, presentation slides, etc.), events, and initiatives.

How Apprenticeship Programs Can Deliver the Next Generation of Maintenance Employees (Coronado 2)

Description: In a completive job market, see how the City of Phoenix partnered with the State of Arizona to launch a Street Maintenance Worker Apprenticeship Program to address employee attraction and retention.  The apprentice program can be the entry point to a successful career in street transportation with a nationally recognized credential for the participant.

TSMC Road Infrastructure - Building Streets at Gigabit Speeds (Joshua Tree)

Description: The City of Phoenix Street Transportation Department was tasked with delivering the design and construction of approximately 3 miles of roadway infrastructure in support of the Taiwan Semiconductor Manufacturing Company (TSMC) and surrounding community. The presenters will be discussing the various aspects of delivering such a large project with multiple stakeholders, a compressed schedule, and many challenges to overcome.

The Sky is the Limit! Drone Use in Water Infrastructure (Agave)

Description: Unmanned aerial systems, more commonly known as drones, have become increasingly relevant within multiple sectors; water and wastewater infrastructure included. From construction monitoring to evaluating the structural integrity of assets, drones have the capability to enhance and supplement the quality of work that engineers can perform. Through the lens of Augmented Reality (AR), B&N will present on the progression of asset management through technology. We will present case studies and technologies which combine the use of drones, AR and integration with smart structures in multiple states, technologies that are setting the pace of dynamic engineering in water design.

Maximizing the Value of Alternative Delivery and Trenchless Technology: City of Glendale WAS Line Rehabilitation (White Dove)

Description: The City of Glendale partnered with Achen-Gardner Construction, GHD, and Construction Product Marketing to rehabilitate nearly 15,000 LF of 6” waste activated sludge (WAS) pipeline from the Arrowhead Ranch Water Reclamation Facility to a discharge manhole on 67th Avenue north of Bell Road. The team worked together to evaluate trenchless techniques and rehabilitation options, resulting in the selection of Primus Line as the best value alternative. This was the largest and most complex Primus Line project in the United States and it included the longest continuous section installed in public right of way.

Modernizing a Historic Downtown Neighborhood for Multimodal Connectivity - Lessons Learned From Phoenix's First 2-Way Cycle Track Project (Joshua Tree)

Description: When the City of Phoenix’s Comprehensive Downtown Transportation Study identified the modernization of 3rd and 5th Avenues as a priority, the Roosevelt Neighborhood was more than just a stakeholder; they were actively involved. This was a highly visible project for the City. 3rd & 5th is a unique story of the delivery of this multimodal project that involved the City’s first 2-way cycle track designed around historic palm trees and on top of old, buried streetcar rail. This presentation will detail how a dynamic public involvement campaign helped to overcome neighborhood expectations while integrating design innovation with respect to history.

Keeping Flagstaff Moving – The 4th Street TI Underpass Bridge Slides Over I-40 (White Dove)

Description: This bridge replacement project was a joint ADOT/City of Flagstaff project which used Accelerated Bridge Construction to limit impacts to the Flagstaff Community and traffic on I-40. The existing, deteriorating bridges were replaced with new wider precast girder bridges. To minimize traffic delays and reconstruct the bridge in between winter seasons, a bridge slide was implemented where portions of the bridge were constructed on temporary foundations on either side of the existing structure and then slid together during a 2-week closure. Pedestrian and emergency vehicle access was maintained along 4th Street throughout the duration of construction.

City of Phoenix Cool Corridors Program (Agave)

Description: In early 2021, at the request of community groups, the Phoenix City Council approved the Cool Corridors Program. Beginning in Fiscal Year 2022 this program was allocated ongoing funding to install irrigation and trees on approximately nine miles of city streets each year. The intent of the Cool Corridors Program is to lower temperatures adjacent to city streets, create a more walkable/bikeable environment, and create more shade in our community. This program supports the newly formed Office of Heat Response and Mitigation’s mission of leading the City of Phoenix’s efforts to fight the growing hazard of urban heat.

7th Street Bridge Over the Salt River Repair (Joshua Tree)

Description: Learn how the City of Phoenix and Hunter Contracting expedited the necessary repairs to the 7th Street Bridge over the Salt River caused by a devastating fire which critically damaged the north most portion of the 673’ bridge.

Vision Zero, Local Hero! Best Practices for Grant Funding and Vision Zero Plan Readiness (White Dove)

Description: The recently enacted Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA) will deliver generational investments in our roads and bridges, promote safety for all road users, help combat the climate crisis, and advance equitable access to transportation. The Safe Streets for All discretionary program will provide grants to MPOs, local governments and tribal governments to develop or implement safety plans to prevent death and injury on roads and streets. B&N will present on the details of the first round of grant funding, lessons learned to assist with future funding applications, and “readiness” ideas for developing a Vision Zero/Toward Zero Deaths plan.

City of Phoenix Cool Pavement Program (Agave)

Description: The City of Phoenix is utilizing cool pavement coating technologies to address the urban heat island effect, while maintaining streets in good condition. In the last three years, pilot projects were completed in neighborhoods across the city to evaluate the constructability and effectiveness of these coatings. Data collection and evaluation from Arizona State University quantified the effectiveness of cool pavement. Partnerships with the manufacturers, contractors, and researchers has led to product innovations, public engagement, and great excitement about the program. The city has moved to full implementation of this technology, with projects identified for a yearly treatment program going forward.

How to Create Spot-on On-Call Proposals (Coronado 2)

Description: Clients are sick of reading boring on-call/select bidder/JOC/IDIQ proposals and you’re sick of using ho-hum boilerplate. Today’s public sector clients use open-ended SOQs to reduce procurement costs and open the door for new firms. The problem is, many firms submit generic responses and then miss out on bringing new work in the door. This session takes a new look at age-old proposal practices to help firms win work and grow new business. Cold In-Place Recycling: In an Urban Environment? In Arizona? (Joshua Tree)

Description: Municipalities (large and small) phase the issue regarding need of funds to reconstruct aged-out streets. Mesa wants to share a reconstruction method that accomplishes this in a sustainable manner and has proven to be beneficial. Mesa will identify which cases to consider for, the benefits and trade-offs of Cold In-Place Recycling.

History of Performance of an Historical Pavement Solution for the Glendale Park and Ride a Decade Later | Pervious Concrete Installation and Maintenance (Agave)

Description: When it rains, pervious concrete drains! Glendale, in conjunction with ASU and the city’s engineer, researched the benefits of pervious concrete and made the decision to install pervious concrete as a sustainable stormwater management solution at the Glendale Park and Ride in 2008.  More than a decade later, the 144,000+ square feet, equivalent to three football fields, remains the largest installation of pervious concrete in the Southwest. This 13-acre facility is working as expected, all the while curbing the urban heat island effect.

Heater Repaving: A Transportation Tool for the Next Generation (White Dove)

Description: This presentation will give an in-depth overview and update of a Hot In-Place Asphalt Recycling technique (Heater Repaving) that gives Local Agencies another surface treatment option for Pavement Preservation and Preventive Maintenance of existing asphalt pavements. The Heater Repaving process, history in Arizona, and innovative technology will be identified. Panelists from Arizona will give their perspective on the recent usage of Heater Repaving in their surface treatment programs. A brief technical explanation of the process will be presented, followed by Local Agency panelists from around the State offering their experiences with usage of Heater Repaving.
