Tolleson Alley Gate/Lock Program
Description: In order to combat illegal dumping and other crime, the City of Tolleson installed chain-link gates at the entrances to every one of their alleys. The City then worked with Master Lock to create a strong and effective access program, by utilizing Bluetooth capable locks. This allowed both residents and utility companies to still have access to specific entrances, while maintaining records of each time a user operated a lock. In all, the alley gate access program helped contribute to a double-digit decrease in crime through the first year, while keeping the community cleaner and safer.

New Asphalt Patching Technology - Water Activated
Description: This presentation will focus on the first major change to cold-mix patching asphalt since it was created in 1901. Water activated patching asphalt cures in a matter of hours versus conventional high performance cold mix asphalts that take 30 to 90 days before they cure. This presentation identifies Public Works department budget saving benefits for using water activated patching asphalts.

Mobility Policy Foundations to Support the Equitable Future of Transportation

Pavement Management Priorities - Optimizing Annual Budgets
Description: Managing a pavement budget first requires an understanding of cost of deferral. The reality is that the vast majority of municipalities will not have an annual budget large enough to rehabilitate their entire network in one year. Developing Context Sensitive Solutions for Safe Pedestrian Crossings
Description: Four crosswalks facilitate the pedestrian crossing activities on two major roadways in the Carefree downtown. The council has received numerous complaints for several years about the crosswalks being not safe and thus people do not use the crosswalk rather they would drive for any short trips. This project developed a list of treatments which consists of installation of raised crosswalks, pedestrian refuge, curb Bulbouts, and a few low cost intelligent transportation systems solutions. This presentation will share the unique experience gained from the project, which would help other agencies understanding the full aspects of similar projects.

A Systematic Approach to Improving Highly Erosive Washes in Lake Havasu City
Description: The urban washes that serve as the primary method for conveying stormwater through Lake Havasu City are primarily unprotected and experience dramatic, progressive erosion, sometimes putting roads and adjacent properties at risk. To help mitigate this, a numerically weighted, risk-based master planning approach was conducted for the approximately 77 miles of washes within the city. Construction documents for the four worst wash reaches were then developed which included several different channel lining and energy dissipation techniques. Construction of these wash improvements are now complete. The successes and lessons learned from this challenging project will be shared with the APWA community.

Managing and Consolidating Compliance Programs to Optimize Efficiencies and Ensure Compliance Excellence
Description: The City of Surprise has completed a multi-year, multi-project effort to remove data silos, improve compliance monitoring and reporting, and streamline compliance management for their water and wastewater systems. This was done by implementing an environmental compliance management software solution to manage their various environmental compliance programs. This presentation describes the successes in converting paper, spreadsheets and isolated databases into one web-based online cohesive database. Information in one location allows staff to track and determine required monitoring and compliance status through multifunctional dashboards and reports. In addition, the City was able to consolidate asset and inventory management data.

Truly Collaborative Construction Through the Use of Technology
Description: The City of Surprise determined the need to improve the intersection at 163rd Avenue and Jomax as a result of traffic counts in the area increasing as development and new home construction gained momentum in the area. The City had a very short timeframe in which to finish design and complete construction due potential loss of funding circumstances. Haydon recently implemented Procore company-wide and the City was excited to use it on their project. Procore is a construction management platform that helps improve collaboration and increase efficiencies throughout the construction lifecycle. Through the use of Procore, Haydon, Kimley-Horn, and the City of Surprise were able to expedite the construction of the City of Surprise’s 163rd Ave & Jomax Intersection Improvements CMAR project.

The Largest Segmented Steel Pipeline in Arizona Gets an Upgrade
Description: The Central Arizona Project (CAP) spans 336 miles across Arizona and delivers water for use by nearly 80% of the state’s population. The Salt River Siphon, an 8,700 LF long inverted siphon constructed from 21-foot diameter steel pipe, is an integral component of the system and was determined to need rehabilitation and repairs for portions of the interior coating. Over the course of two years, during two separate planned water outages, CAP staff and Achen-Gardner Construction provided dewatering, inspection, assessment, and repairs to this incredible component of Arizona’s largest water delivery system.

A Trenchless Rehabilitation Milestone - Fusible PVC Sliplining in Peoria
Description: The City of Peoria, Dibble Engineering (Design Engineer), and Achen-Gardner Construction (General Contractor) partnered to complete the trenchless rehabilitation of more than 13,000 LF of force main under Beardsley Road from 91st Avenue to the Beardsley Road Water Reclamation Facility at 111th Avenue. The existing 8” ductile iron pipe showed signs of corrosion and needed to be replaced or rehabilitated. The team evaluated various replacement/rehabilitation options and chose Fusible PVC to be sliplined into the existing force main. This project contains the longest section of Fusible PVC installed in Arizona.

From the Ground Up: A Pavement Management System Built by Government, for Government
Description: This presentation will highlight the aspects of creating your own pavement management system catered to meet local needs and funding, utilizing local expertise and construction history. Many aspects of pavement management can be universally agreed upon, such as safety concerns and pavement condition, but unique climates, political settings, and funding mechanisms require that agencies refine pavement management programs to their own unique needs. Coconino County recently began this process and is working through development of a completely independent program to meet these needs.

Sewer Planning to Prevent Overflows at University of Arizona
Description: The University of Arizona is rapidly expanding with infill growth from new development—including research buildings, student high-rise housing, hotels, and the Banner Hospital expansion. To meet this challenge RWRD commissioned the University of Arizona Sewer Feasibility and Alignment Study. Planned imminent development and potential future development in a one-square mile study boundary area were identified and the existing sewer lines downstream were evaluated to determine whether capacity existed to meet future development flows. An Innovyze Infoworks ICM hydraulic model analysis identified three downstream reaches would be under-capacity. For each, sewer capacity upgrades were recommended and alternative pipeline routes evaluated.

Value-Added Solutions to Small Community Wastewater Treatment Facility Improvements
Description: Value-added solutions for small community wastewater facilities improvements can be applied to produce significant reductions in energy use and freeing up budget for additional improvements beyond expectations. Communities, especially small communities, are burdened to provide adequate treatment to meet increasingly strict effluent water quality regulations while cost effectively managing facilities due to limited sewer revenue base. Case studies will be presented on recent wastewater treatment facility upgrades for City of Winslow and Town of Quartzsite. Both projects display facility-specific upgrades that increase treatment efficiency producing higher effluent water quality and improve operational flexibility, while reducing total energy consumption.
